By making your home more energy efficient, you’re saving money and playing a vital role in reducing carbon emissions.

Portsmouth City Council, in partnership with 32 other local authority partners, has secured funding for the Warm Homes: Local Grant Programme.

The Government’s Department for Energy Security and Net Zero (DESNZ) funds this grant, which will provide eligible homes with free energy efficiency upgrades and low-carbon heating, like solar panels and insulation.

We’re working with Portsmouth City Council to deliver these upgrades to homes in and around Portsmouth, with the aim to help low-income households improve their homes’ energy efficiency and save on their energy bills.

Who is eligible for free home energy upgrades?

You may be eligible for energy efficiency upgrades in your home through the Warm Homes: Local grant, if you meet these criteria:

  • You live in the Portsmouth City Council consortium
  • Your home has an Energy Performance Certificate (EPC) rating of D, E, F, or G. If you need one, we can provide it for free
  • You’re a homeowner or private tenant

Your household must then meet one of the following:

  • You live in an automatically qualifying postcode (ranked in the lower income groups). Check my postcode.
  • Or
    • Someone in your household receives a means-tested benefit
    • Your total household income is under £36,000 before tax.
    • Your household income is £20,000 or less after paying for housing costs (such as mortgage or council tax). There is some flexibility depending on your household size and the number of dependents.

As a private landlord, you can apply for the Warm Homes: Local Grant for your properties. However, there are some specific criteria you'll need to meet:

  • You can receive full funding for energy efficiency upgrades on one property. For any additional properties, you'll need to pay 50% of the upgrade costs
  • Your property must have an Energy Performance Certificate (EPC) rating of D, E, F, or G
  • The tenant must meet certain income thresholds, such as earning below £36,000 a year or receiving a means-tested benefit
  • The total amount of subsidies you can receive is capped at £315,000 for all your properties, including any grants you have received before

You must also agree not to raise rents because of any upgrades supported by this grant.

Please note the upgrades you receive depend on your home passing a survey by a qualified installer. The upgrades must also be technically and financially feasible with the available funding.

Request a call back

After you've checked your eligibility, you'll have the option to request a call back from a member of our team, they’ll be able to do a quick desktop assessment of your home and go through possible upgrades you may be eligible for. From there they can help you you’re your application or alternatively, you can go ahead and apply directly by yourself.

Application

We can help you complete and submit the application, or you can do it yourself here. You may need to provide some documents to prove your eligibility, like proof of income.

Home Survey

We’ll arrange a home visit from a qualified installer. They’ll assess your home to ensure the energy efficiency upgrades are the best for your home.

Upgrade design

Our team will design how the energy efficiency upgrades will integrate into your home, maximising their effectiveness. We’ll then submit these plans to a government body for approval.

Installation

We’ll book your installation at a convenient time, and one of our approved installers will complete the work.

Frequently asked questions

Yes, if you meet the eligibility criteria, you can still apply for the Warm Homes: Local Grant even if you’ve received funding from other government programmes, such as the Home Upgrade Grant (HUG). 

As a resident, you won’t need to pay anything for the energy upgrades you'll receive under the Warm Homes: Local Grant, as the UK Government fully funds the programme as part of their Warm Homes Plan.  

If you’re a landlord, you can receive full funding for energy efficiency upgrades on one property, but you’ll need to pay 50% of the upgrade costs for any additional properties. 

After your energy efficiency upgrades are installed, there are a few final steps:

  1. Inspection: A qualified installer will conduct a final inspection to make sure all upgrades are installed correctly and working properly
  2. Documentation: You’ll receive a document that explains the work done and includes any warranties for the materials and systems installed
  3. Energy Performance Certificate (EPC) update: We will update your home’s EPC rating to show the new energy efficiency improvements.
  4. Follow-up: We’ll call you to ensure you’re happy with the service and the installation. 

Some properties may also be selected for in-person Quality Assurance checks.

If you’re eligible, you’ll have the option to register your interest in the grant.
